The Law of Foreigners and International Protection No. 6458’s ARTICLES 31, 32, and 33 govern short-term resident permits in Turkey.
Who Can Apply For A Short-Term Residence Permit?
Foreigners who will arrive to conduct scientific research;
Foreigners applying for a residence permit for this purpose must get a permission document from appropriate institutions and organizations (the Ministry of Culture and Tourism, the Ministry of Energy, universities, and so on) if the scientific study is subject to approval. If it is not subject to permission, it is necessary to present a statement about the research subject.
Foreigners who will own immovable property in Turkey;
Foreign individuals who wish to live in the residence they bought in Turkey may apply for a resident permit. Also, the real estate that the foreigners purchase must be used for living and be owned by the foreigner. Furthermore, if more than one family member has the right to the residential property, other family members with the right can apply for a residence permit. Family members can include the applicant’s spouse, children under the age of 18, or an adult child that lives alongside them.
Foreigners who who will establish business or commercial connections;
Foreigners who come to Turkey for a job interview or to start their own business and request a residence permit for more than three months, those individuals or companies they would contact may be asked to send an invitation letter or equivalent documentation.
Foreigners who will participates in on-the-job training programmes;
The residence permit granted for this purpose will be issued for the term of training based on documents showing the content, duration, and location of training offered by state institutions and organizations.
Foreigners who will come to attend educational or similar programmes as part of student exchange programmes or agreements to which the Republic of Turkey is a party;
For foreigners who want a residence permit for this purpose, it is requested that information and documents obtained from the relevant institution be submitted. The duration of the residence permit cannot exceed the duration of education or a similar purpose.
Foreigners who want to stay for tourism purposes;
For this purpose, the statements regarding the travel plans ( (such as where, when and for how long they will stay in the country) of the people who want to apply for a residence permit are examined. The documents and information may be required to submit if it’s necessary.
Foreigners who intend to receive medical treatment, provided that they do not have a disease posing a public health threat;
Foreigners who come to Turkey, provided they do not have one of the diseases considered a threat to public health, are required to be admitted to public or private hospitals in order to be eligible for a residency permit. Residence permits are issued based on treatment periods. Foreigners don’t need private health insurance or extra insurance as long as they can prove that they paid for all of their treatment costs.
Foreigners who are required to stay in Turkey pursuant to a request or a decision of judicial or administrative authorities;
Short-term residence permit can be given to foreigner who have previously obtained a residence permit or who are obliged to stay in Turkey based on the decision made by the courts of the Republic of Turkey. The duration of the residence permit for this purpose is issued by taking into consideration duration stated on the decision and demand.
Foreigners who transfer from a family residence permit;
Family residence permits, which are regulated by Articles 34 and 37 of the Law on Foreigners and International Protection No. 6458, are residence permits given to family members of Turkish citizens or foreigners who have residence permits in Turkey. In the case of the divorce of a foreigner who is married to a Turkish citizen or the death of his or her supporter, it is possible for his or her to switch from a family residence permit to a short-term residence permit.
Foreigners who will attend a Turkish language course;
Foreigners who want to learn Turkish and apply for a residency permit are able to obtain short-term permission a maximum of twice. If the course is less than a year long, the residence permit cannot be longer than the course term. Course providers have to inform provincial directorates when a course for foreigners studying Turkish begins and how frequently they attend.
Foreigners who will attend an education programme, research, internship or, a course by way of a public agency;
For this purpose, the residency permit cannot be extended for more than a year. Foreigners who’s expenses for a place to live subsistence, and health are paid by public institutions are not required to have valid health insurance or to demonstrate financial capability. Documents and information from the relevant institutions may be required.
Foreigners who apply within six months upon graduation from a higher education programme in Turkey;
Foreigners who apply for a permit for residence for this purpose may be given a residence permit for a maximum of one year, once, if they apply within six months following their graduation.

Foreigners who do not work in Turkey but will make an investment within the scope and amount that shall be determined by the Council of Ministers, and their foreign spouses, his and her foreign minor children or foreign dependent children;
The maximum period of the residence permit provided for this purpose is five years.
To encourage foreigners who would contribute to the national economy and to make the processes for obtaining a residence permit easier for them, revisions were made to Law 6735 of the International Labor Organization.
Foreigners Who Are Citizens Of The Republic Of Northern Cyprus
For this purpose, a residence permit can be issued to foreigners who request a residence permit for a maximum period of five years.
What Are The Conditions For Short-Term Residence Permit?
Article 32 of the Law on Foreigners and International Protection must be followed in order to provide a short-term residency permit. The conditions of the article must be met.
ARTICLE 32 –
The following conditions shall apply when issuing short-term residence permits:
a) to apply, claiming one or more of the reasons stipulated in paragraph one of Article 31 and submit supporting information and documents regarding the application;
b) not to fall within the scope of Article 7; *
c) to live in accommodation conditions that conform to general health and safety standards;
ç) upon request, to present criminal record certificate issued by the competent authorities in their country of citizenship or legal residence;
d) submit information on their address of stay in Turkey
* What is Article 7? Foreigners who are refused entry into Turkey are regulated in Article 7 of the Law on Foreigners and International Protection. The mentioned people are those who do not hold a passport, a travel document, a visa, a residence permit, or a work permit; such documents or permits have been obtained deceptively; such documents or permits are false; and whose passport or travel document expires sixty days prior to the expiry date of the visa, visa exemption, or residence permit.
What Documents Are Required For A Short-Term Residence Permit?
To apply for a short-term residence permit in Turkey, foreigners must provide their purpose for visiting the country with a detailed explanation. Different short-term stays require different sets of supporting documents.
